The subject of the regulation of the draft is the definition of the differentiated state duty rates for the inspection and registration of goods of a separate category. As a result, the state duty rates will be equivalent to the administrative expenses of these goods.
This was stated by the key rapporteur, the Deputy Chairman of the RA State Revenue Committee (SRC) Artur Manukyan at the regular sitting of the NA Standing Committee on Economic Affairs on October 18, presenting the draft law on Making Addenda to the Law on State Duty for debate in the first reading.
According to him, as a result of the adoption of the draft, it is designed to establish state duty rates equivalent to the administrative expenses for the activities carried out by the customs authorities for imported and exported goods of a separate category.
The deputy of the RA NA Armenia Faction Tadevos Avetisyan inquired from the SRC Deputy Chairman whether there was an impact assessment, because it turns out that the basic duty has been increased ten times. The SRC Deputy Chairman explained that it seems to have been significantly increased, but in fact it has no significant impact for major exporters. “If 1000 AMD was paid for 1 ton, 300 AMD was paid for each next ton, now we say 10.000 AMD and 1000 AMD for each subsequent ton to cover the expenses of the customs body to a certain extent. We do not complicate the entrepreneurs’ life, they get the excise tax back,” he said.

According to Artur Muradyan, the amendment does not have a significant impact, and entrepreneurs do not complain either.
The Deputy Chair of the NA Standing Committee on Economic Affairs Babken Tunyan noted that this amendment somewhat compensates for the expense that the customs body must incur, reminding of the change in the excise tax refund. “We gave a benefit of 10 points, now compensation is made in the amount of 1 point to ensure control,” he mentioned.
According to the Deputy Chair of the Committee, this is a process undertaken by the entrepreneurs.
As a result of debate, the Committee members endorsed the draft law.
