The law on Ensuring the Sanitary and Epidemiologic Safety of the Population was adopted in the 90s, now the relevant Ministry has embarked on the full regulation of the sector. For the first time in the RA, the main notions of public health care (public health care, epidemic, pandemic, etc.) will be defined.
The powers of the Government and state administration system bodies, the rights and responsibilities of physical and legal persons, individual entrepreneurs in the field of public healthcare will be clarified. The requirements for the organization and implementation of disease immunosuppression will be defined.
The RA Minister of Health Anahit Avanesyan stated about the above mentioned new regulations while presenting the legislative package on Public Health, on Making Addenda and Amendment to the Law on Medical Aid and Service of the Population and the enclosed laws at the sitting of the NA Standing Committee on Health Care.
It was noted that the regulations for the organization and implementation of quarantine, as well as preventive and anti-epidemic measures, were reviewed, and the requirements for the organization and implementation of the prevention of the impact of harmful and dangerous environmental factors on the human body were updated. The requirements for public awareness, dissemination of public health knowledge and training have been defined. The Minister informed that during the working discussions, the issue was studied in detail, the comments and proposals of the Committee Chair Narek Zeynalyan were included in the package.

The Committee Chair Narek Zeynalyan underscored that the basis of the legislative package is the law on Ensuring the Sanitary and Epidemiologic Safety of the Population, which is invalidated by the transitional provisions of this package. Provisions regarding quarantine have been removed from the existing laws and included in this package, making all the notions complete. According to him, the experience in the fight against the Covid epidemic was taken into consideration. Narek Zeynalyan highlighted the importance of having the right legal bases during the fight against epidemics in various emergency situations.
