According to the Agreement on the Application of Navigation Seals in the Eurasian Economic Union (EAEU) for Tracking Transportation signed on April 19, 2022, the national operator must ensure the operation of the information system for the use of traceability of transport in the territories of the member states of the Eurasian Economic Union on a permanent basis, 24/7. For non-fulfilment or improper fulfillment of the specified obligation, the national operator will bear the responsibility defined by the legislation of the member states, which is intended to be defined by the draft.
The Deputy Chairman of the RA State Revenue Committee Ashot Muradyan introduced the proposed addendum to the Law on Customs Regulation at the NA regular sitting.
Non-fulfillment of the obligation to ensure uninterrupted operation of the information system used by the national operator providing traceability with the use of tracking devices to the goods under customs control, defined by the mentioned Agreement, will result in a fine of 30.000 AMD. In case of repeating the same violation, the fine will be 50.000 AMD, and in case of more than twice, the operator will be deprived of his/her status.

The next group refers to the cases when the failure to ensure uninterrupted operation of the information system causes non-calculation or non-payment of customs fees. In this case, a penalty of fifty percent of uncalculated or unpaid customs fees or other taxes will be applied. The third case, when the violation causes non-application of prohibitions and restrictions. In this case too, the fine will be fifty percent of the customs value of goods and vehicles. If the violation is repeated more than twice, the activity of the national operator will be terminated according to the procedure established by the Government.
