The regular Cabinet meeting took place today, chaired by Deputy Prime Minister Tigran Khachatryan.
The Government defined the specifics of the organization of purchasing processes related to school construction, for the construction of schools and educational complexes funded by the state budget within the framework of the “Ensuring access to quality educational services in the Republic of Armenia” program. This is implemented within the framework of the construction, reconstruction, and overhaul program of 300 schools set by Government’s Axtion Plan 2021-2026. Taking into account the importance of the project, terms, volumes and the existing legislation for the organization of public procurement, there is a need to define certain features that will make the tender process simpler and more attractive for the participating construction companies, while providing the necessary guarantees for the client.
An exchange of ideas over the issue was held, a number of proposals were presented.
Tigran Khachatryan emphasized the importance of the adopted decision in the context of completing the construction of 300 schools by 2026 under the Government’s Action Plan.

The Government approved the description of the identity document of the forcibly displaced persons from Nagorno Karabakh who received temporary protection and the procedure for its issuance. Taking into account that hundreds of thousands of ethnic Armenian residents of Nagorno Karabakh have appeared in the territory of the Republic of Armenia and considering the urgent need to protect their rights and legal interests, the decision proposes to take under temporary protection and recognize as refugees the persons registered in the population register of Nagorno Karabakh, or persons inside the Republic of Armenia or outside the Republic of Armenia, whose last registered address was Nagorno Karabakh, persons who were not registered in the population register of Nagorno Karabakh, but lived in Nagorno Karabakh and were registered by the Migration and Citizenship Service after being forcibly displaced as a result of the military operations unleashed by Azerbaijan against Nagorno-Karabakh from September 19, 2023.
According to the decision of the Government, it is planned to review and update the strategic plan for the development of the energy sector of Armenia until 2040 and the plan-schedule for its implementation. Accordingly, a new index is defined. by 2040, it is planned to increase the capacity of renewable energy to at least 2000 MW. As a result, the share of electric energy produced using renewable energy resources in the gross final consumption of electric energy will reach about 50 percent in 2030, including large hydroelectric power plants, and about 60 percent by 2040.
