Again, about the Treaty

Prime Minister Pashinyan announced yesterday that he is ready to sign a peace and relations Treaty with Azerbaijan based on three principles. One/ mutual recognition of territorial integrity, 2/ opening of regional communications, 3/ delimitation based on the 1991 Alma-Ata Declaration.

It must be assumed that the Prime Minister read that Declaration and found principles based on which delimitation between Armenia and Azerbaijan should be carried out. It has already been said many times that this document cannot be interpreted as a justification for handing over Artsakh to Azerbaijan. If the Alma-Ata Declaration closed the Karabakh issue, so to speak, “in favor of Azerbaijan,” then what was the point of creating the OSCE Minsk Group, under the auspices of its Co-Chairs, negotiations on various issues, including the status of Artsakh, had been held for many years?

But the trouble is that, first, under those three principles; one can understand a thousand and one things. For example, the Russian-Azerbaijani-Turkish alliance understands one thing by “opening of communications”, we understand something completely different. Or, as “delimitation,” Azerbaijan offers the “return” of some of “its” villages. By the way, it is surprising that the Speaker of the National Assembly, Alen Simonyan, also spoke about it. Diplomacy is something like interrogation or litigation: here, one should be silent about the arguments in favor of the opposite side.

But in fact, Aliyev has demands beyond those three principles, regardless of how we- they interpret those principles. For example, “compensation for damages” or “restriction of the capabilities of the Armenian army.”

However, the most terrible thing is not even that. Even after signing the ideal Treaty, Baku will undoubtedly violate it, and no one can “restrain” Azerbaijan.
