In 2024, the Ministry of Territorial Administration and Infrastructure should implement 20 programmes with 125 measures. It is planned to allocate 353.8 billion AMD to the Ministry, part of which is the expenditure part, the other part is sub-loans. 296.6 billion AMD is planned for expenditure, and 57.2 billion AMD for sub-loans. 9.4% more money is planned for the Ministry next year than in 2023. In particular, it is designed to allocate 120 billion AMD to the transport sector, 49.4 billion AMD to the water sector, 58.3 billion AMD to the energy sector, and 126 billion AMD to the territorial administration sector.
The Minister of Territorial Administration and Infrastructure Gnel Sanosyan presented the expenses and programmes of the Ministry at the joint sitting of the Standing Committees on Economic Affairs and on Financial-Credit and Budgetary Affairs.
42.5 billion AMD is intended to start and continue construction in various sections of the North-South road.
Allocation of about 76 billion AMD is planned for the overhaul and standard maintenance of roads, major repair of bridges, transport facilities. The budget allocates 57.5 billion AMD for the overhaul of 340 km. 2 billion AMD has been allocated for the overhaul of 8 transport facilities, 5.1 billion AMD has been planned for the standard maintenance of about 108 km of roads.

11 billion AMD is intended for summer and winter maintenance of interstate, national and regional roads. “This year, we have planned 700 million more for local roads in regions, especially for markings. Unfortunately, we have quite a lot of road accidents and similar cases, which implies that we are trying to carry out work in the direction of more appropriate road equipment,” the Minister said.
Most of the money in the energy sector is sub-loaned. 58.3 billion AMD is planned for the sector, 57.4 billion out of which are for capital programmes. With the double extension programme, the period of operation of the nuclear power plant will be extended until 2036 with appropriate permits. Next year, 20.2 billion AMD has been allocated for this purpose.
Speaking about the allocations of the state property management sector, the Minister noted. “We have raised the benchmark in terms of the money entering the budget through other methods of selling or renting properties. We have organized the process in such a way that instead of the traditional 10 billion, the entries will be in the amount of 15 billion.”
In response to the question of the Deputy Chair of the Standing Committee on Economic Affairs Babken Tunyan about the North-South road, Gnel Sanosyan stated that a contract worth 214 million AMD was signed with the Iranian side, the term of the programme is three years, and money for this part is planned in the next year’s budget.
In response to the NA Vice President Hakob Arshakyan’s questions, the Minister presented the steps taken in the issues of road quality assurance, overhaul, furnishing and lighting, aviation transportation, flights in strategic directions, the existing problems and solutions in the energy and transportation sectors.
