On November 1, at the joint sitting of the RA NA Standing Committees on State and Legal Affairs and in Financial-Credit and Budgetary Affairs moderated by Vladimir Vardanyan and Gevorg Papoyan the budgetary programmes and financial allocations of the state and judicial, state control and corruption prevention designed by the state budget for 2024.
The Minister of Finance Vahe Hovhannisyan stated that about 24 billion 573 million AMD, including the preservation of the management personnel is designed to allocate by the draft budget for 2024 on the RA Prime Minister’s Staff.
3 billion 800 million AMD was designed for the capital expenditures, 20 billion 770 million – for the current expenses, which is about 4 billion AMD more than the allocation of 2023.
1 billion 771 million AMD will be allocated to the RA President’s Staff. 85 million AMD was designed for the capital expenditures. 1 programme – 2 measures will be implemented. 7 billion 262 million AMD was designed to allocate for the Staff of the RA National Assembly. 367 million AMD was envisaged for the capital expenditures, 6 billion 855 million AMD – for the current expenses. 1 programme – 7 measures will be implemented.

The Staff of the RA Constitutional Court (CC) will implement one programme and 3 measures, for which 844 million AMD was designed to allocate. The CC budget decreased by 22 million AMD compared with 2023. 8 million 600.000 AMD was designed for the capital expenditures.
18 billion 928 million AMD was designed for the Staff of the RA Supreme Judicial Council (SJC), which is by 2 billion 242 million AMD more than the financial allocation of 2023. The main part is considered to be the current expenses, 1 billion 92 million AMD will be allocated to the capital expenditures. One programme with 25 measures will be implemented, which are directed to ensuring the regular activity of the courts.
23 billion 156 million AMD was designed to allocate to the Staff of the RA Ministry of Justice, which is less by 2 billion 202 million than the allocation of the current year. 462 million AMD will be directed to the capital expenditures, and 22 billion 694 million AMD – for current expenses. 7 programmes with 24 measures will be implemented.
10 billion 53 million AMD was designed to allocate to the Staff of the RA General Prosecutor’s Office, which is by 2 billion 430 million AMD more than the allocation of 2023. 3 programmes with measures will be implemented. It was noted that all of them were the current expenses, and the capital expenditures were not designed.
956 million AMD will be allocated to the Staff of the RA State Supervision Service, which 477 million AMD less than the allocation of 2023. 4 million 693.000 will be directed to the capital expenditures, the remaining part – the current expenses. 1 programme with 3 measures will be implemented.
The Staff of the RA Investigative Committee will implement 1 programme with 6 measures, 17 billion 462 million AMD was designed to allocate 17 billion 462 million AMD, which is 4 billion 478 million AMD more than the allocation of 2023. 257 million AMD will be directed to the capital expenditures, the remaining – to the current expenses.
The Staff of the RA Corruption Prevention Commission will implement 1 programme with 2 measures, 412 million AMD will be allocated, which 340 million AMD less than the allocation of the current year, which is conditioned by the fact that the capital expenditures of the structure were implemented in 2023, the capital expenditures for 2024 are not designed. It was noted that all of them are the current expenses.
The budget of the RA Anti-Corruption Committee is 3 billion 695 million AMD, which is 389 million AMD more than the allocation of the current year. 76 million AMD will be directed to the capital expenditures. 1 programme with 4 measures will be implemented
984 million AMD was designed to allocate for the Staff of the RA Central Electoral Commission (CEC), which is 425 million less than the allocation of 2023. 1 programme with 4 measures will be implemented. 463 million AMD was envisaged for the capital expenditures, which will be directed to the reconstruction works of the CEC building. 521 million AMD will be directed to the current expenses.
The question of the Chair of the NA Standing Committee on State and Legal Affairs Vladimir Vardanyan referred to the result indicators, which, according to him, is an effective management element.
In response to that, the Minister of Finance mentioned that a lot of work are to be done in that direction. According to Vahe Hovhannisyan, sum of money is necessary for the calculation result indicators. According to him, the programnme budgeting transition process is underway rather well, which is an opportunity to improve the result indicators.
