The Minister of Territorial Administration and Infrastructure Gnel Sanosyan presented the programmes for 2024 and the sums of money designed for them at the joint sitting of the NA Standing Committees on Territorial Administration, Local Self-Government, Agriculture and on Financial-Credit and Budgetary Affairs.
Next year the Ministry will implement 20 programmes and 125 measures, for which 353.8 billion AMD is designed to allocate. 296.6 billion AMD is designed on expenditure. 120 billion AMD will be allocated to the transport sphere, 59 billion AMD – to the energy sphere, 49.4 billion AMD – the water sphere, 137.4 billion AMD – to the territorial administration. Changes were made to the distribution of subsidies order, and its aim is the balanced development of the territories.
In particular, it was designed to allocate less subsidy and subvention to Yerevan, than this year, which some deputies considered problematic.
Deputies Mikayel Tumasyan and Lilit Kirakosyan urged the Minister to review the amount of the subsidy to be allocated to Yerevan, which is designed to reduce in the amount of 5 billion AMD compared with the previous year.

MP Alkhas Ghazaryan raised the issue on the water problem of Dzoraghbyur settlement. She noted that the residents face serious problem in that community. There is almost no drinking water, and the irrigation water is once a week, Gnel Sanosyan clarified that relevant assignments have been given on the problem.
There are 2 versions for the solution of the problem. After the implementation of the relevant work a decision will be made whom to choose. Now, the specialized company works which will give an opinion which version to choose. “If you think that in 2024, we’ll have to completely build, complete, but we’ll go for a design,” the Minister said.
According to the Head of the structure, which version is chosen, almost the same sum of money will be spent.
The MPs also raised issues regarding also the road construction of other communities and the drinking water.
The deputy Sergey Bagratyan touched upon the quality of asphalt, trying to clarify why, for example, the road Yerevan-Vayots Dzor repaired one year ago is deformed.
Gnel Sanosyan clarified that in some cases the problem is the heavy cars, and in some cases – the builders are to blame. “We are aware of all the issues raised by you. What road you speak about until now, if I have not known I have gone back, I have seen those roads, we have not accepted and we have not paid,” the Minister clarified.
