Adoption of legislative initiative to improve fight against corruption crimes

As a result of reducing the level of physical training in the operative divisions of the Anti-Corruption Committee, the draft refers to the involvement of specialists with high, special professional knowledge in IT, economics and other demanding fields, which will improve the fight against corruption crimes. The current law defines the possibility of using physical force, special means and weapons, but there are no bases for their legislative regulation. The draft solves this issue.

This was stated by the RA Deputy Minister of Justice Ara Mkrtchyan, who presented the draft law on Making Amendments and Addenda to the Law on the Anti-Corruption Committee in the second reading at the sitting of the RA NA Standing Committee on State and Legal Affairs on November 7.

During the period from the first to the second reading, the draft was amended with a number of technical provisions and adapted to the legal technique: No substantive amendments were made.

According to the Chair of the Standing Committee on State and Legal Affairs Vladimir Vardanyan, the standards are not reduced, but clarified, because in the 21st century, operative work in the fight against corruption crimes, in addition to appropriate physical training, also requires the presence of other professional knowledge, which is an important guarantee of involving as many specialists as possible to carry out the work objectively and efficiently.

According to the co-rapporteur Lilit Minasyan, in order to solve the problems faced by the Anti-Corruption Committee, knowledgeable employees corresponding to modern scientific and technical progress are needed. There is a necessity to establish such legal regulations at the legislative level, which will provide an opportunity to make the right selection of personnel. Certain changes in the format of competition procedures for autonomous positions will also contribute to this, as a result of which the effectiveness of the existing procedures will be increased. “In order to make the process of filling vacancies more flexible, to implement effective management of forces and funds, there is a need to amend the current regulations. The revised draft was endorsed.
