Our compatriots forcibly displaced from Nagorno Karabakh should have opportunity to make use of their social guarantees in the Republic of Armenia and received pension and allowance by the established order of the RA legislation. Taking into consideration the great number of our forcibly displaced compatriots, the topicality of the issue of solving the social problems urgently there was a need to review some legislative regulations, to authorize the Government to define the peculiarities of the procedures of the realization of the right to the refugees’ pension, allowance.
The RA Minister of Labor and Social Affairs Narek Mkrtchyan said this. The package of the draft laws on Making Amendments and Addenda to the law on State Pensions and on Making Addenda to the law on State Allowances was at debated at the RA NA extraordinary sitting on November 21.
It is designed to count in the work experience while appointing pension in the RA the work and other activities, military service periods achieved in the NK territory by the established order of the Government. The executive also will set the rules of counting work experience achieved in the NK territory.
“It is necessary also to touch upon the persons who served in the systems of defense, police, rescue service, national security service systems of Nagorno Karabakh, the penitentiary officer and the executor of compulsory enforcement of judicial acts have the right to military pension: the draft proposes to define that the mentioned persons have the right to military pension in case of meeting the conditions established by law,” Narek Mkrtchyan noted.

The old age, disability benefits, as well as in case of losing the breadwinner the allowances will be appointed and will be paid by the order established for pensions. The procedures of the execution of the right to child birth lump sum allowance and care allowance will be specified and simplified.
The deputy of the RA NA Armenia Faction Gegham Nazarian inquited if the NK our compatriots who received and not received the RA citizenship will receive the same pension and allowance or it is differentiated. “On October 26 by a separate decision of the Government our compatriots forcibly displaced from Nagorno Karabakh was given a status of special defense, which is almost equalized to the refugee’s status. This means that our compatriots, irrespective of the fact they will apply for receiving the RA citizenship or not, will continue receiving pension and allowance,” the key rapporteur gave details.
In response to the question if our compatriots forcibly displaced from Nagorno Karabakh will receive the pensions and allowances of October, November and December of 2023, Narek Mkrtchyan noted: I think that the money of 3 months will be recalculated, and they will receive them in December.”
In their speeches the deputies stressed that our compatriots forcibly displaced from Nagorno Karabakh have a problem of complete information awareness, and it should be provided.
