At the end of September 2023, more than one hundred thousand citizens were forcibly displaced from Nagorno Karabakh (NK). Meanwhile, many of our NK compatriots remained in Armenia, having no opportunity to return to their native settlements. During the executive of the state budget for 2023 to ensure their social and financial support, by the decision of the RA Government large scale budgetary allocations were made and will continue to be allocated, which were not planned beforehand by the state budget for 2023. During the budgetary year for financing those allocations there will be necessary to make expenditure redistributions between the budgetary programmes and measures. As a result, until the end of year the volumes of the expenditure redistributions will exceed the limit of three percent redistributions of the total sum of allocations established by the law on the RA State Budget for 2023 within the framework of the powers given to the Government by the law on the RA Budgetary System. The RA Deputy Minister of Finance Vahan Sirunyan said this at the NA extraordinary sitting.
According to the Deputy Minister, the draft law proposes to allow the Government to redistribute about 6 percent allocations of the established total sum between the programmes established by law and the programme measures.
The rapporteur presented for debate of the parliament the addendum being proposed to the law on State Budget of the Republic of Armenia for 2023.
The Deputy Minister also answered the MPs’ questions. According to the information, the calculations were made, taking into consideration the needs of the Government until the end of the year, as well as the principle of the exceptions from the redistributions by the law on Budgetary System. As Vahan Sirunyan assessed, it is possible to meet the necessary needs by 6 percent redistribution.

The MPs were interested in the programmes to be carried out by redistributing sums of money. The Deputy Minister noted that the great part of the financial means is designed to provide as a support to our NK compatriots.
The NA Standing Committee on Financial-Credit and Budgetary Affairs endorsed the initiative. The member of the Committee Arusyak Manavazyan voiced about this, urging her colleagues to vote for the draft.
According to the decision adopted by the National Assembly the special procedure of the draft debate, the debate of the issue was interrupted at least for 3 hours for submitting proposals in written form on the initiative.
