In order to define a new notion in the Water Code, the Government proposes to amend the draft law on Making Addendum to the Water Code of the Republic of Armenia and fix the notion of ‘closed circulating system.’ The RA Minister of Environment Hakob Simidyan said this during the NA extraordinary sitting held on November 21, presenting the draft law to the Parliament in the first reading.
The Secretary of the RA NA Armenia Faction Artsvik Minasyan highlighted the management of deep underground wells and water resources in the Ararat Valley. The deputy noticed that the problem is always relevant and inquired from the Minister whether there is a defined standard and technical description of the notion, whether relevant calculations have been made and whether the issue has been discussed with the fish farms.
Hakob Simidyan noted that in the near future it will be presented what the ‘closed circulation system’ is. It will also be debated with the parliamentarians.
The Minister stated that the Ministry will not establish such a regulation, due to which the entities will find themselves in a bad or hopeless situation.

The deputy emphasized the application of the consistency of the adopted acts and pointed out that constantly changing the approved management plans is wrong. The parliamentarian reaffirmed the idea that the priority of the debated draft should be environmental protection.
“Any decision that is not based and does not balance the protection of the environment and the interests of the entities will present a greater danger,” the Secretary of the Faction mentioned.
Hakob Simidyan expressed hope that the adoption of the law will allow to open the door to debates.
