At November 22 extraordinary sitting the parliament resumed the debate of the bill on Making Addendum to the law on 2023 State Budget of the Republic of Armenia.
The RA Minister of Finance Vahe Hovhannisyan presented the final version of the draft.
“Beginning from 2023 the residents of Nagorno Karabakh (NK) were in Armenia because of blocking the Lachin Corridor, for whom the RA Government provided residences, mainly in the hotels, and related to it we had additional expenses,” the rapporteur noted. According to him, conditioned by continuing the illegal blockade, which resulted in also by the forcible displacement in September, during the year, those expenditures had become more. According to the Minister, the redistributions, which were necessary for perfectly implementing the current programmes for the Government: “We have already made decisions for providing 100.000 AMD one-time support to more than 100.000 our compatriots displaced from the NK, as well as for 3-month housing provision and caring for 2-month primary expenses, the total amount is about 40 billion AMD. The expenditures on education and health are also added to it. These imply big amount of expenses, and we expect that because of this you will exceed the limit of our redistributions. Thus, we have asked to make the 3 percent limit to 6 percent.

Vahe Hovhannisyan noted that on the previous day, during the debate of the issue at the Committee reference was made to raise the limit up to 6 percent, does not mean that the redistributions should not be made in that very amount. “That simply dives an opportunity to the Government to be more flexible and to pay for primary care. There are expenses, which refer to not only for the needs of our compatriots forcibly displaced from the NK, but also we have additions redistributions regarding some social security programmes,” the Minister underscored.
It was noted that proposals in written form on the draft have not been.
The deputy Arusyak Manavazyan presented the unanimous endorsement of the Standing Committee on Financial-Credit and Budgetary Affairs.
