The National Assembly debated a number of draft laws in the second reading at the extraordinary sitting convened on November 22.
The draft law on Amending the Law on the RA Budgetary System and the attached package of draft laws was presented by the RA Deputy Minister of Territorial Administration and Infrastructure Vache Terteryan.
The draft law on Making Amendments and Addenda to the Law on State Pensions and the attached package of the draft laws were presented by the RA Minister of Labor and Social Affairs Narek Mkrtchyan. The key rapporteur noted that the urgency of the debated initiative is due to the fact that our compatriots forcibly displaced from Nagorno-Karabakh should be given the opportunity to realize their social security guarantees in a quick procedure: Receive the pensions and allowances.
The draft law on Making Addenda to the Law on the State Registration of Legal Entities, Separate Divisions of Legal Entities, Institutions and State Registration of Individual Entrepreneurs and the related draft laws have been adopted.

The RA Deputy Minister of Economy Narek Teryan presented the draft law on Making Addendum to the RA Tax Code to the Parliament for debate.
The draft law on Amending the RA Civil Code was introduced. The Chair of the Standing Committee on State and Legal Affairs Vladimir Vardanyan mentioned that an agreement was reached to monitor the results of the draft, positive or possible negative consequences. “We have recorded that after this amendment, there is a necessity to address the debate of the notary offices, the notary’s decision to complete the process involving the real estate transaction unchanged, implying state registration,” the Committee Chair said.
The status of the Environmental Protection Service will be clarified with the adoption of the package of draft laws on the RA Environmental Protection Service and the attached laws. The RA Minister of Environment Hakob Simidyan informed that during the debates, the Chair of the Standing Committee on Territorial Administration, Local Self-Government, Agriculture and Environment Protection Vahe Ghalumyan proposed to change the name of the Environmental Protection Service to the Eco Patrol Service, which was accepted.
Hakob Simidyan also presented the draft law on Making Addendum to the RA Water Code and the related package of draft laws aimed at the management of water resources for debate to the Parliament.
The Head Committees endorsed the debated legislative initiatives.
The Parliament adopted the debated laws and the packages of the draft laws in the second reading with votes.
