In case of the adoption of the drafts, the efficiency of verification of authenticity of documents will be raised, the additional expenses will be reduced, the order of refusing the notary activities towards the person in search will be comprehensively regulated and the framework of the persons carrying out notary acts will be specified on behalf of the RA diplomatic service bodies: the RA Deputy Minister of Foreign Affairs Mnatsakan Safaryan said at November 23 sitting of the NA Standing Committee of State and Legal Affairs.
The package of the amendments being proposed to the laws on Notary and Consular Service was debated in the second reading.
According to the Deputy Minister, it is proposed to remove the problems caused by the legal practice, inconsistencies, the compulsory availability of the compression seal, to add provisions on QR code and e-verify system, to regulate the procedure of refusal of carrying out notary towards the person in search and to specify the framework of the notary acts and persons carrying out them on behalf of the RA diplomatic service bodies.
Mnatsakan Safaryan informed that in case of the adoption of the draft an opportunity will be given to avoid the existing contradictions between the legal acts and clarify the notarial services being rendered by the consular officials.

The co-rapporteur, the deputy of the NA Civil Contract Faction Arpien Davoyan noted in her speech that law had not been amended for a long time, and the amendments will give an opportunity to work easier with the citizens. Emphasizing the amendments, she said: “As a result, the works of diplomatic representations are specified. Their beneficiaries are our compatriots being abroad.”
