Deputy Minister of Labor and Social Affairs Davit Khachatryan and Press Secretary of the Minister of Labor and Social Affairs Zaruhi Manucharyan presented details of the processes related to pensions and allowances for our forcibly displaced compatriots during the briefing held at the “Humanitarian Center”.
According to Davit Khachatryan, the National Assembly approved certain regulations regarding the payment of pensions and allowances to our compatriots displaced from Nagorno-Karabakh. As a result, the government was authorized to define certain features regarding the realization of the right to pension and allowances of the persons displaced from Nagorno Karabakh.
“The specifics refer to the cases when the pension has already been appointed, and our compatriots should just receive it from the budget of the Republic of Armenia. For that, it was necessary for their pension files to be included in the general pension system of the Republic of Armenia and in order to keep our compatriots away from bureaucratic hassle and not to start the processes of opening a pension file, calculating seniority, and calculating the pension from scratch, it was decided to integrate their pension files into the pension system of the Republic of Armenia without any new calculations. Already yesterday, the government approved all these features and regulations,” said Davit Khachatryan.
According to the Deputy Minister of Labor and Social Affairs, in the next few days the platform will be launched, through which those who have already been assigned a pension will be able to apply, so that it is possible to integrate them into the pension system of the Republic of Armenia. According to Davit Khachatryan, the application should also specify the bank through which the pension or allowance should be received. He also emphasized that it refers to persons up to 75 years old. And people over 75, as well as people with the 1st or 2nd disability groups can currently receive the pension in cash on a voluntary basis, but there is a toolkit to encourage them to receive the pension and allowance non cash. Accordingly, in the case of cashless transactions, it is possible to receive a refund of 10 percent, but not more than 5,000 AMD.

Before the launch of the platform, persons forcibly displaced from Nagorno Karabakh must have a residence registration in Armenia, which means that they must apply to the passport department and be registered.
Davit Khachatryan also clarified that pensions and allowances will be paid only in the order and amount corresponding to the types of pensions and allowances provided for by the Armenian legislation.
