Some legal regulations regarding certification of employees of national security bodies to be clarified

It is proposed to abolish the ban on membership of trade unions by employees of national security bodies, ensuring the requirement of the decision of the RA Constitutional Court of April 11, 2023. It was also proposed to clarify some legal regulations concerning the certification of the employees of the national security bodies.

The Deputy Director of the RA National Security Service Andranik Simonyan said this while presenting the draft law on Making Amendments and Addenda to the Law on Service in National Security Bodies in first reading to the Parliament on December 7.

It was proposed to establish a certification period for those entering the service 3-9 months after being appointed to the position, instead of the current 3-6 months.

Andranik Simonyan underlined that the proposed initiative is of great importance from the viewpoint of organizing the service in the National Security bodies with proper quality and implementing the most effective certification process. The Government proposed to debate the bill within 24 hours.

The deputy Vilen Gabrielyan expressed concern about the issue of the employees in the units being recruited on a secret basis applying for legal protection, proposing to clarify the legal regulation during the period from the first to the second reading.

The endorsement of the Standing (Head) Committee on Defense and Security was presented by the Committee member Kristine Poghosyan.

The draft law was adopted in the first reading.
