The adoption of the draft is conditioned by providing the procedure of efficiency rise of training and special education of correctional officers. The RA Deputy Minister of Justice Levon Balyan said, presenting the draft law on Making Addendum to the law on Penitentiary Service for debate in the first reading.
According to him, as a result of the test being passed by the end of the correctional officer’s training or special education, in case of getting negative, ‘unverified’ evaluation distinct legal consequences are not designed by law. As a result, the providing the qualitative growth of the correctional officer’s efficiency of continuous education and professional qualitative knowledge and skills is left with the correctional officer’s discretion which is not right either professionally or in legal aspect.
The co-rapporteur, the deputy Arpine Davoyan presented the endorsement of the NA Standing (Head) Committee on State and Legal Affairs.
