Deputy Minister of Health Artak Jumayan, Deputy Minister of Labor and Social Affairs Davit Khachatryan and press secretary of the Minister Zaruhi Manucharyan presented the progress of the support provided by the Government to our compatriots forcibly displaced from Nagorno-Karabakh during the briefing held at the “Humanitarian Center”.
Deputy Minister of Labor and Social Affairs Davit Khachatryan presented details of the process of allocating maternity allowance, one-time birth allowance and care allowance for children up to two years of age to persons forcibly displaced from Nagorno-Karabakh. In particular, it was noted that maternity allowance is assigned and paid to persons who were displaced from Nagorno-Karabakh during the period of entitlement to pregnancy and maternity leave, i.e. 140 days or 70 days after the birth of the baby and applied within 140 days after December 1, 2023 for maternity allowance, to a refugee granted with temporary protection, if she acquired refugee status during the period of 140 days of having the right to maternity leave or 70 days after the birth of the child and applied for maternity allowance within 140 days after December 1, 2023. The deputy minister emphasized that this and other types of allowances can be assigned and paid only if the beneficiary and the child have a residence address in the Republic of Armenia.
Davit Khachatryan also answered the frequently asked question whether the size of social guarantees used to be paid in Nagorno-Karabakh is identical to the size of social guarantees provided for them in the Republic of Armenia and informed that in Armenia social guarantees are assigned and paid to our compatriots in the amount and order set by the legislation of Armenia.

Regarding the one-time allowance for the birth of a child, the deputy minister emphasized that in this case too, the allowance is provided in the amount and manner defined by the Armenian legislation. Accordingly, a lump-sum allowance of 300,000 AMD is provided for the birth of the 1st and 2nd child, a lump-sum allowance of 1,000,000 million AMD is provided for the birth of the 3rd and 4th child, and a lump-sum allowance for the birth of the 5th and each subsequent child is 1.5 million AMD.
Deputy Minister of Health Artak Jumayan presented the processes related to the health sector. According to the deputy minister, 180 medical workers who were forcibly displaced from Nagorno-Karabakh have already started working in different medical institutions in Yerevan and regions, 761 medical workers have been trained within the framework of the state order, of which 212 are senior and 549 are mid-level medical workers. According to Artak Jumayan, an additional payment of three times the monthly salary defined by the first article of the Law of the Republic of Armenia “On Minimum Monthly Salary” for a period of up to 6 months is provided to those medical workers who are ready to work in regional medical institutions. The deputy minister noted that after the start of the program, 13 displaced medical workers were employed in Ararat, Lori, Gegharkunik and Kotayk regions and urged other compatriots to also apply, given that most of the vacant positions are in regional medical institutions.
According to the Deputy Minister of Health, more than 64,000 forcibly displaced persons are registered in the primary care. After this registration, they can receive the routine medical services. It was also noted that 14 patients continue treatment abroad, and 6 returned to Armenia.
