On December 22, an extraordinary session of the National Assembly was convened in accordance with Article 100 of the Constitution of the Republic of Armenia and Article 44 of the constitutional law The Rules of Procedure of the National Assembly, on the initiative of the Government by the initiator’s established agenda. The debate of some drafts will be held in the second reading by the NA decision after passing them in the first reading within twenty-four hours. The draft law on Making Addenda to the law on State Budget 2023 of the Republic of Armenia will be debated by the NA decision in a special procedure.
The draft law on Probation Service with the enclosed package was debated in the second reading, which was presented by the RA Deputy Minister of Justice Levon Balyan. As a result of the adoption of the initiative, in compliance with the Government programme it is expected to improve the status of the Probation Service, making it a separate kind of state service, to exclude the differentiated approach between the subordinate state bodies having the same status, to expand the social guarantees of the probationary employees and to create necessary preconditions making more attractive for the Service and professional human resources.
The legislative initiative regulates the peculiarities of the Service in the competent body implementing probation in the Republic of Armenia of organizing as a separate type of state service and its activity, including the main principles and problems of the Service, the order of entering into Service and the conditions of the Service, the rights, the duties, the responsibility, the legal and social guarantees, other main relations regarding the positions and titles of the employees, their building integrity system related to the Service.
