On December 22, during the work debate of the NA Standing Committee on Labor and Social Affairs the RA Deputy Minister of Health Lena Nanushyan and the Adviser to the Minister Samvel Kharazyan presented to the Committee members the concept on Comprehensive Health Insurance, which was approved by the Government. After the concept the adoption of the legislative package will follow the in parliament.
The Committee Chair Heriknaz Tigranyan noted that the adoption of the law on Comprehensive Health Insurance will be of important significance for the citizens, especially for the vulnerable groups. According to Heriknaz Tigranyan, the issue interests the Committee members, as the impoverishment of the population sometimes is directly connected with the medical services.
“It means that because of happened illnesses the family appears on the brink of poverty, and we don’t make sufficient savings on time for health care or receiving medical qualified aid,” the Committee Chair clarified.

The Deputy Minister of Health Lena Nanushyan informed that the main goal of the draft is the increase of the medical service availability. It will refer to the whole population of Armenia and will solve many social problems. It is designed to introduce the system in the second half of 2024, and it will be completely introduced in 2027. At the first phase, the children from 0-18 years being in the state order system, the persons with disabilities, the persons being in the allowance system will be included there, phase by phase the retired people, the working citizens, the self-employed, etc. The persons, who are not included in the system, will also make use of health medical insurance, but to a minimum amount.
It was mentioned that the insurance payment will be fixed, in case of the citizens getting up to 300.000 AMD the state will implement a subsidy.
Lena Nanushyan and Samvel Kharazyan answered the MP’s questions and gave clarifications.
