It is proposed to take a unified approach to CIS participant states when documenting persons who are subject to forced deportation

The purpose of the Agreement is to create effective cooperation mechanisms in the documentation of persons who are subject to forced deportation. The Deputy Minister of Internal Affairs Arpine Sargsyan said this during the regular sitting of the NA Standing Committee on Foreign Relations, which was held on January 10, presenting to the Committee members the draft law on ratifying the Agreement on cooperation between the participant states of the Commonwealth of Independent States on issues of documentation of persons who are subject to forced deportation with return certificates.

According to the rapporteur, although other CIS member states also took part in the negotiations, Russia and Belarus are currently applying the Agreement. Armenia will be the third country to ratify the Agreement.

“With the ratification of the Agreement, the Republic of Armenia will motivate other CIS member states to conduct a united policy in this direction in the CIS region,” Arpine Sargsyan said and added that it was debated in the Ministries of Justice, Finance and the Constitutional Court. All the structures made positive records, it was noted that it does not contradict the Constitution.

The Deputy Minister also stated that with the reservation provided by the Agreement, if any other CIS member state joins the Agreement after Armenia, then Armenia will be able to consider the possibility of making any reservation on the part of the given country. It was mentioned that the CIS wants to have a unified Agreement, within the framework of which the processes will be identified and a unified policy will be conducted.

The co-report of the draft was presented by the deputy of the Civil Contract Faction Maria Karapetyan. She said that the Agreement does not introduce any restrictions within the framework of bilateral relations.

“We are talking about a specific situation. Each country joining the Agreement must make a decision that there is a person subject to forced deportation in their country. If they don’t have a document, only in this case the Agreement will come into effect. It has no political content, and it is not related to the issues of cooperation between the parties in the field of readmission and extradition of persons in criminal cases,” the deputy said and proposed to approve the draft law.

The draft law was unanimously approved at the Committee sitting.
