The package of draft laws on Regulation of Arms Circulation and the related laws authored by the deputy Vilen Gabrielyan were debated in the second reading at the sitting of the RA NA Standing Committee on Defense and Security on January 11.
The legislative package is expected to regulate the arms circulation and ammunition in Armenia, to introduce a culture of dealing with weapons, which will be aimed at increasing self-defense and combat ability of citizens. The author of the draft informed that during the period from the first to the second reading, the proposals of the Government’s colleagues were debated in working order and were mostly accepted, and agreements were reached regarding the objections.
According to the Deputy Chair of the Standing Committee on Defense and Security Armen Khachatryan, the elaboration of the legislative initiative is conditioned by the necessity to settle the problems that have arisen in practice, not excluding the possibility of new amendments during the post-legislative control period. Highlighting the implementation of the legislative initiative, he proposed his colleagues to vote for the draft.

Taking into consideration the importance of the topic, it was proposed to debate the issue of a certain change in the rules of weapons separately in order to ensure the safety of the Ambassadors of foreign countries.
The legislative body and the Government reached a mutual agreement regarding Article 37 of the law. The Government also proposed to refrain from making any amendments in the Criminal Code.
The RA Deputy Minister of Internal Affairs Arpine Sargsyan, stressing that Arsen Ayvazyan’s observations are completely acceptable and objective, mentioned that it is based on three fundamental principles: human rights, current policies, regional rules, that the Government proposes to refrain from the abovementioned proposed amendment.
The MPs exchanged ideas on the difference, use, and replacement of service and combat weapons.
The legislative initiative was endorsed.
