The system of the Vocational Education and Training (VET) is completely changed by the initiative: the name of the law is complied with the international criteria. The type of the educational institutions unified, proposing instead of college and vocational high school one kind – the possibility of college. The educational programmes are differentiated according to levels. The RA Minister of Education, Science, Culture and Sport Zhanna Andreasyan noted this, presenting the legislative package designing addenda and amendments to the law on Vocational Education and Training and to a number of other laws.
The rapporteur highlighted the instructional introduction of the training based on work. “This is also done on the experience of the other forms of study based on experimenting dual education and work,” the Minister underscored. She documented that the vocational educational programmes and the common demands being presented to them are completely changed. It was noted that through social partnership the collaborative model of education, management and organization will be essentially changed. The management process of the institutions in system is changed: it refers to the mechanisms of the formation of the management board and the choice of director. The licensing process is also changed by the initiative: it will be carried out at two levels for carrying out activity in the sphere and implementing separate educational programmes. Great changes are envisaged in financing system. “We should try to carry out competitive and high qualified education with financing model per student,” Zhanna Andreasyan informed.
According to her, mechanisms of replenishing administrative, pedagogical staffs, improvement, evaluation, encouragement, responsibility and advancement.
The Minister emphasized the regulations of the students’ right and duties and the introducing scholarship policy.

The Minister answered the MPs’ questions, which referred to editing a number of notions in the law, the purposeful training system, the market study and the assessment of economic needs, the terms of the VET, the implementation of the foreign assessment, termless providing licenses, etc.
According to the rapporteur, in the purposeful training one of the most important guarantees are considered to be the planning and the forecast. It was noted that all most important decisions of the sphere are discussed and made by the National Council of the Vocational Education and Training development: the staff of the latter is approved by the Prime Minister’s decision.
The initiative authored by the Government was debated in the first reading at January 30 sitting of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Youth and endorsed.
