On January 31, a meeting with the representatives of the Ministry of Justice of the Republic of Armenia, the Police of the Ministry of Internal Affairs, the Judicial Department and the Penitentiary Service took place in the Office of the Human Rights Defender.
During the meeting, Laura Gasparyan, Head of the Department of Prevention of Torture and Ill-treatment of the Defender’s Office, and Aram Minasyan, Head of the Department of Human Rights Protection in the Criminal Justice Sector and the Armed Forces, presented the issues recorded by the Defender during monitoring visits to the detention cells of persons deprived of liberty in court buildings and by individual complaints.
Reference was made to the proper provision of food, medical care and legal services to persons deprived of their liberty in court cells. In particular, there is often a problem with providing and receiving canned food to persons, in accordance with the procedure established by law.
The courtrooms generally lack tables, facilities for heating and preserving food, as well as utensils. There are also no legal regulations regarding the provision of proper medical care and the provision of regular medication prescribed by a doctor in the cells of the courts of persons deprived of their liberty.

Complaints were also received by lawyers in the staff of the Defender, when a person deprived of liberty in a court cell is deprived of the right to an unhindered meeting with a lawyer in the absence of procedures defined by the legislation.
The above-mentioned problems hinder the effective protection of the rights of persons deprived of their freedom and need an urgent solution.
During the discussion with the competent state bodies, effective ways of solution were outlined, the urgency of the need to develop relevant legislative regulations was emphasized.
