According to the current law, in case of having diseases included in the list established by the RA Government, based on the conclusion issued by the Ministry of Health, the participants have the right to submit a claim to receive the funds in their pension account in full.
The RA Deputy Minister of Health Artak Jumayan said, presenting the proposed amendments to the law on Cumulative Pensions. The issue was debated at the extraordinary sitting of the Standing Committee on Labor and Social Affairs on February 2.
“At present, the Ministry of Health is carrying out the calculation of the requirement to receive the available pension funds in full, the study of the applications submitted by the beneficiary. According to the current legislation, a professional Commission is created for each case,” Artak Jumayan detailed. The decision came into force in 2015. During these years, a significant increase in the application of citizens has been recorded. According to the key rapporteur, if in 2017-2018 the total number of citizens applied was 2, then in 2023 43 citizens applied. The proposed amendment envisages assigning the specified function to the unified social service of the Ministry of Labor and Social Affairs. Artak Jumayan answered the deputies’ questions, touching upon the regulations and effectiveness of the change of function.

The Committee also debated the draft law on Amending the Law on Medical Aid and Services of the Population with the attached legislative package in the second reading.
The adoption of the drafts aims to make editorial amendments in a number of laws. The wordings of the laws are brought into line with the current legislation. At the same time, parallels are drawn between disability groups and functional limitations in order to ensure the rights of persons with disabilities.
The Committee endorsed the legislative package.
