A concern was caused by the adoption of the draft law on Making Amendments and Addenda to the RA Code on Administrative Offences and the package of the enclosed presented draft laws that the decrease of the amount of fines may result in the growth of number of offences. The Deputy Chair of the RA NA Standing Committee on Defense and Security Armen Khachatryan said this.
The amendments included in the legislative package passed in the first reading refer to the decrease of the fines imposed as a result of violation of road traffic rules and the simplification of administration.
On February 16, a debate on the issue was held, where the Chair of the RA NA Standing Committee on State and Legal Affairs Vladimir Vardanyan, the Deputy Chair of the Standing Committee on Protection of Human Rights and Public Affairs Rustam Bakoyan, as well as representatives of a group of concerned organizations and drivers rendering taxi service took part.
Armen Khachatryan informed the Government presented a proposal to increase the threshold level in case of some offences.

Listening also to the drivers’ concern, Vladimir Vardanyan emphasized the introduction of the point system and noted that he would submit their proposal at the sitting of the Standing Committee on State and Legal Affairs as a result of debate of the initiative.
The participants also touched upon the issues on driving with summer tires in winter, the administration of the video surveillance system and the activities of the video surveillance operators.
An agreement was reached to organize an extended debate on the issues existing in the sphere and ways of solving them in the near future.
