The Government proposes to design the use of 0.25 fine point instead of 0.5 point for standing on the second line

On February 26, the Standing Committee on State and Legal Affairs of the National Assembly convened an extraordinary sitting. The Committee Vladimir Vardanyan moderated it.

The bill on Making Amendments and Addenda to the RA Code on Administrative Offenses and the package of enclosed bills were debated in the second reading.

The amendments being proposed by the initiative refer to the appointed fines, the simplification of administration as a result of violation of road traffic rules.

According to the RA Deputy Minister of Internal Affairs Arpine Sargsyan, after the first reading, as a result of work debate held in the Committee on the package the Government made a number of amendments.

Taking into consideration proposal of the deputies Vladimir Vardanyan, Armen Khachatryan and Vahagn Aleksanyan, the Government proposes to design the use of 0.25 fine point instead of 0.5 point for standing on the second line.

The Executive considered acceptable also Arsen Torosyan’s proposal. It was noted that by this moment only fine is envisaged for the violation of the transparency rule of side glasses. Taking into account the public danger of the act, the rapporteur noted that during the year the performing of the act again or every next time will cause fine appointment in the amount of the twenty-nine times the minimum salary and use of 2 fine points.

Technical rectifications were also made from the first to the second reading.

“In case of a number of violations by the legislation in force, the police draw up a report and apply to the court for taking administrative accountable measure. Taking into consideration the results of the work debate we proposed to remove these regulations from the draft,” Arpine Sargsyan noted and added that by the position of the Government such issues should not be defined by the Court, as they are out of the administrative justice.

Without wishing to provide partial solutions within the framework of reviewing the state duties and taking into account the proposal of the Armenia Faction the bill designing addendum to the law on State Duty was removed from the package. Agreeing that there is an issue of reviewing the state duties, the Deputy Minister mentioned that reference will be made to it in the framework of separate package, where unified solutions will be proposed.

The rapporteur reminded that the amendments refer to the legal offences being made after the law entered into force.

The co-rapporteur, the deputy Arpine Davoyan thanked the attendees for effective cooperation and making important amendments. According to the deputy, the initiative was waited for the drivers. Arpine Davoyan urged her colleagues to vote for it.

The Secretary of the NA Armenia Faction Artsvik Minasyan underlined that their proposals were accepted, and as a result of debates the package was essentially improved. According to him, they will vote for the initiative.

The Committee Chair Vladimir Vardanyan, welcoming the initiative, thanked the representatives of the Government for effective cooperation.

The revised package was endorsed by the Committee.
