The purpose of the elaboration of the legislative package is to raise the quality of information being presented to the public and National Assembly on the principles of legality and efficiency in the public finance and property through the rise of efficiency of the activity of the specialized with the guarantees of independence and unbiased foreign state audit body.
The Chair of the Standing Committee on Financial-Credit and Budgetary Affairs Gevorg Papoyan said at the RA NA February 27 sitting, introducing the draft law on Making Amendments and Addenda to the law on Audit Chamber and the enclosed presented package of draft laws.
While revising the draft the package of the proposals on the improvements of the RA law on Audit Chamber elaborated with the support of the joint SIGMA programme of the European Union and the Organization of Economic Cooperation and Development (OECD), as well as the proposals presented on the law presented by the US Government Accountability Office (U.S. GAO).
Presenting in detail the amendments and addenda, the key rapporteur Gevorg Papoyan noted that the Audit Chamber had restrictions for access of information, by the presented legislative initiative they were essentially removed. In terms of human resource management, the current problems were solved by the legislative package. As an example Gevorg Papoyan pointed out the model of unbalanced management of the Audit Chamber, stressing that these regulations were also specified by the proposed legislative package: It was proposed to introduce mechanisms of inner-institutional checks and balances.

The co-rapporteur, the member of the Standing Committee on Financial-Credit and Budgetary Affairs Arusyak Manavazyan, emphasizing the proposing initiative, underscored that right will be given to expand the mandate of the Audit Chamber. The Committee endorsed the debated legislative package.
The RA Minister of Finance Vahe Hovhannisyan thanked the authors of the legislative package for the shown interest towards the sphere, the concerned debates and the great work done. He informed that the Government presented substantive and technical considerations, and most of them were accepted by the authors.
The RA NA Vice President Hakob Arshakyan inquired if the work of the inspection bodies is regulated especially in cases, when the two inspection bodies carry out parallel inspection in the same institution. “Your raised issue is appropriate, because such cases happen. We have a process, which is aimed at the elimination of the repeating work of the inspection bodies,” Vahe Hovhannisyan noted.
In their speeches the deputies touched upon the regulations of the legislative package and the expansion of the activity of the Audit Chamber.
