“When we see that in any sector that there is no strategy, then we face challenges”: Hakob Arshakyan

The RA NA Vice President Hakob Arshakyan attended the Innovative Armenia 2024 workshop.

In his welcoming speech the NA Vice President touched upon the possibilities of technological leap development. “For many years we have repeatedly discussed that, and different countries could provide that leap: It is not an impossible thing. I think that we have all possibilities to provide such leap for Armenia.”

According to Hakob Arshakyan, it is impossible to imagine the single development of the high-tech sector: “Here we need synergy – the education, science and industry connection. If we can create this connection in Armenia, and it will effectively work, then we’ll have a leap. During the last two years all the deepest studies made by us and other countries as well show that such leap is impossible to provide, if we don’t have strategic approach in terms of investment of inter-connected development strategy in the sectors of science and technologies.

The Deputy Speaker of Parliament highlighted the work being done in having strategy of development of high-tech sector. Hakob Arshakyan underscored that works were repeatedly done by different groups in that direction. “Unfortunately, at this moment we don’t have an embedded document, and one of the reasons is also that it cannot be only that. It should be inter-connected and be part of the system. In this aspect, we have faced challenges,” the NA Vice President noted and added that the problem is not in the communication and cooperation, but in the people’s approaches and in the priorities of developing the systems by them.

Hakob Arshakyan spoke about the importance of the work of the Science and Technology Development Council under the leadership of the RA Prime Minister, underlined the engagement of the well-known scientists, entrepreneurs, the people and the politicians who had contribution to the development of Armenia.

According to the NA Vice President, the efficiency of the legislative body’s work greatly depends on the circumstance what strategies the partners of the Government have, as in the institutional aspect the parliament carries out oversight on the implementation of those strategies and the effective expenditure of the budgetary means. “When we see that in any sector that there is no strategy, then we face challenges,” Hakob Arshakyan documented.

“We’ll be glad that at least next year we’ll have two kinds of strategies. One is a vertical strategy with priorities connecting each other the science, education and industry, in the direction of the very high-tech and innovation,” concluding his speech noted the Deputy Speaker of Parliament and wished success to the work of the workshop.

The Minister of RA High-Tech Industry Mkhitar Hayrapetyan, the Representative of the United Nations Industrial Development Organization (UNIDO) Ashraf Abushady and others delivered opening speeches in the event.

The participants spoke about their insights on the development of the high-tech sector development, presented the international best experience and came up with innovative ideas.
