NA debates Loan Agreement between Armenia and Asian Development Bank

“ The oan greement Seismic Risk Improvement Program (additional financing) between the Republic of Armenia and the Asian Development Bank (ADB) was signed on November 27. The RA Minister of Territorial Administration and Infrastructure Vache Terteryan presented the draft law at March 19 NA sitting.

According to t he Deputy Minister , construction of 46 seismic resistant schools of Armenia is carried out. He informed that changes of the design assessments, construction prices, as well as monetary-credit policy were recorded, as a result of which, need emerged to include additional funds for completing the project.

Vache Terteryan informed that within the framework of the credit programme the normative base of the urban development sphere was reviewed. Seismic resistance of point 9 was fixed, and the construction works being done within the framework of all programmes corresponding to those demands.

The key rapporteur noted that until now, construction works designed for 10.700 pupils have been done, meanwhile the whole programme designs providing educational conditions for 22.500 pupils of 46 schools. He added that 80 percent of financial means was spent.

“This Loan Agreement designs to include additional loan with 66.1 million Euros for the complete implementation of the project,” Vache Terteryan noted.

In response to the question of the deputy of the NA Civil Contract Faction Arsen Torosyan, when the construction works of 46 schools are completed, the key rapporteur mentioned that within the framework of the programme 16 schools have already been built and operated. According to him, at present, construction works of 20 schools, and their end is designed until 2026 and the design works of 10 schools are in process, within the framework of which there will be schools, and the construction works will be completed in 2027.

he key rapporteur, the member of the NA Standing Committee on Financial-Credit and Budgetary Affairs Arusyak Manavazyan presented the endorsement of the Committee. She proposed her colleagues to vote for the draft law.
