On March 25, the NA Standing Committee on Defense and Security debated and took note of the report on the implementation process and the results of the 2023 Government programme of the Republic of Armenia (2021-2026).
The RA Minister of Defense Suren Papikyan informed that due to the security situation created around the RA, 2023 was quite a difficult year for the Ministry of Defense and the entire Armed Forces. During the year, the troops were mostly in different levels of combat readiness, and the governing bodies worked in an intensified working mode. In May and September, conditioned by the security situation, the Armed Forces were brought to different degrees of combat readiness. The combat duty and the parallel service in the conditions of high combat readiness was carried out in parallel with the processes of restoration, reorganization and replenishment of the capabilities of the Armed Forces, a significant part of which was carried out by taking into consideration the lessons learned and applying the international standards. 517.28 billion AMD was allocated at the beginning of the year with 5 programmes of the operational classification of the state budget implemented by the RA Ministry of Defense for 2023, which increased by 9.19 billion AMD during the year. The performance was 525.81 billion AMD or 99.8%. The Ministry of Defense Department’s list of measures to ensure the implementation of the 2021-2026 activity plan of the RA Government programme consists of 14 goals, which include 37 measures. They were carried out in the planned volumes and terms.
Part of the debate was held behind closed doors by the decision of the Committee.
