At the extraordinary sitting of the NA Standing Committee on Labor and Social Affairs the bill stipulating amendments and addenda to the law on Accumulative Pensions was debated in the first reading. The RA Deputy Minister of Labor and Social Affairs Davit Khachatryan noted that the adoption of the draft is conditioned by the regulation of the problems encountered in the legal practice.
With the current regulations, if the participant of accumulative pension has disease designed by the established list of the Government decision, then the latter has an opportunity of completely receiving the financial means existing in the pension account before reaching the retirement age. If the person’s health is improved, the person becomes able to work, continues accumulating, then the current regulations don’t allow that. “If the persons once cashed that amount, then an opportunity of returning to the pension system is not designed, the account is closed.”
The Deputy Minister informed and added that in the legal practice there has been a case, when the person has received the sum, has had treatment abroad, has returned, works and again wants to become a participant of pension system. It is proposed by the draft law that if the person, before turning to the retirement age, after submitting a demand of completely receiving the financial means existing in his/her retirement account, covering the shares existing in his/her pension account, paying the relevant means by the established order on a voluntary basis, again wants to make a social payment, then his/her duty of making social payment starts again on the basis of application without quantity restriction.
The data of the employees of the Operative-Intelligence Department of the Anti-Corruption Committee and the Foreign Intelligence Service employees will be observed as an information subject to limited use and will not be participant of accumulated pension system with the next amendment.

The Committee Chair Heriknaz Tigranyan clarified that the mechanism amended before was changed. In case of having disease with the list established by the decision of the Government could cash out his/her account sum. The mechanism was changed, that opportunity was given to the Integrated Social Service with the relevant conclusion of the Ministry of Health. It was noted that this amendment refers to making use of that opportunity many times, but not the mechanism. The MP was interested in qualitative restriction of the opportunity of entering a system. The Deputy Minister clarified that restriction is not designed in entering the system.
The issue was endorsed by the Committee.
