In 2023, the RA Prime Minister’s Office continued to improve the work of the state body, using digital tools as much as possible: The Chief of Staff of the RA Prime Minister Arayik Harutyunyan said.

To his information, in 2023, about 22.2bln AMD was allocated for the implementation of 11 programmes to the Prime Minister’s Office, the expenditures of 2023 out of it was 21.2bln AMD or 95.3% of the planned one. The deviation from the planned indicator is mainly conditioned by the performance of the programmes of ensuring the implementation of the Prime Minister’s powers, the inspection control and the development of the mining sectors.

According to the rapporteur, during the financial period 4 measures were transferred to the inspection control programme of the RA Prime Minister’s Office from the RA Ministry of Economy.

By the coordination of the Staff and personally me a number of projects were held in Armenia – the organization of the Pan-Armenian Games and the Weightlifting Championship of Europe, the European Bank for Reconstruction and Development’s (EBRD). Annual Meeting,” Arayik Harutyunyan underscored and added that by the Prime Minister’s decisions he headed the jubilee committees of Aram Khachaturian, Sergey Parajanov and Charles Aznavour.

The Deputy Staff of the RA President’s Office Khachatur Poghosyan presented the report on the activity of the President’s Office for 2023. According to him, in 2023, the annual plan by the programme Ensuring execution of powers of the President of the Republic was approved 1bln 686.3mln AMD. During the year, as a result of changes made, the specified plan was 1bln 546mln 500.000 AMD, and 1bln 466mln 562.000 AMD was actually spent, which was 95% of the specified budget.

According to the rapporteur, the annual plan of the measure Ensuring the activity and representation of the President of the Republic was 1bln 682.5mln AMD. Khachatur Poghosyan informed that in the future by the decisions of the Government the plan was reduced by 172mln AMD. The specified plan was 1bln 510.5, actually 1bln 431mln 100.000 AMD was spent, which is 94.7% of the specified budget. About 70mln AMD was saved.

It was noted that the annual plan of the measure Improvement of Technical Equipment of the Office of the President of the Republic was approved 3mln 762.000 AMD, then the sum of money of the measure was increased by 32mln AMD. The specified plan was 35.7mln AMD, 35mln 233.000 AMD was actually spent. 529.000 AMD was saved.

Khachatur Poghosyan also presented implemented other measures and support programmes and the expenditures spent for them.

The rapporteur informed that during the financial period 426 laws adopted by parliament were signed by the President. 130 decrees on the citizenship were also adopted by the RA President, as a result, 20.855 persons were granted the RA citizenship by the President’s decrees in 2023. During the financial year, the citizenship of about 3300 persons was terminated.

The rapporteurs also answered the deputies’ questions.

On June 3, at the joint sitting of the Standing Committees on State and Legal Affairs and on Financial-Credit and Budgetary Affairs the debate of the report on Execution of the RA State Budget for 2023 continued.
