Preservation and protection of cultural heritage to become a more systematic process with adoption of new regulations

The new regulations proposed in the Law on Export and Import of Cultural Values were debated in the first reading at the NA sitting.

The elaboration of the draft is conditioned by compliance with the rules defined by the EEU legislation.

According to the RA Deputy Minister of Education, Science, Culture and Sport Alfred Kocharyan, the customs regimes for the export of cultural values ​​are separated according to the types of authorization documents, including the conclusion of the export license. A number of notions of the law are added.

The period of the right to purchase by the state is increased, which becomes two months instead of one. This is due to the fact that often it is not possible to organize the process in one month. Authorizing norms are created to define the procedure and criteria for accreditation of organizations performing cultural values ​​expertise. The law stipulates the provision of double examination, which creates a mechanism to prevent the export of fake items.

According to the Deputy Minister, the adoption of the draft law will ensure the coordinated activity of preservation and protection of cultural heritage, the development of new economic mechanisms and market relations in the field of culture.

Presenting the endorsement of the Standing Committee on Science, Education, Culture, Diaspora, Youth and Sport, the Deputy Chair of the Committee Taguhi Ghazaryan mentioned that the certification of experts giving expert evaluation is now carried out only on professional skills. It is proposed that the authorized body also check the laboratory conditions before granting the right of accreditation.
