Russia Building Dormitories in Gyumri with Obligations to Preserve the City’s Architecture

Two residential buildings, specifically dormitories, will be constructed on the territory of the Russian 102nd military base in Gyumri for the servicemen and their families. One building will have two floors, and the other will have three.

The management of the military base coordinated the draft projects with the authorized bodies of the Republic of Armenia. The project received approval from the Urban Planning Committee and the Ministry of Civil Engineering, passed an expert examination, and was granted a building permit by the Gyumri Municipality.

The buildings must align with the architectural style of Gyumri, preserving the historical and cultural appearance of the city, as the military base is located within the “Kumair Reserve-Museum.”

Henrik Gasparyan, the chief architect of Gyumri, informed Aravot.am that they required the Russian side to ensure the buildings conform to Gyumri’s architectural aesthetics.

Initially, the Russian Federation planned to construct the buildings with multi-storey, colorful Russian architecture, but this was rejected. After significant effort, a new design was presented.

“Artificial facing materials will be used; they are innovative and their composition closely resembles our black tuff,” said Gasparyan.

He also mentioned a preliminary agreement to hand over the apartments of the 8th military district of Gyumri, where servicemen’s families currently reside, to the city once the new buildings are completed.

“There are preliminary plans that when construction is finished, the apartments of the 8th military district will be handed over to the city. Although residential houses in the 8th district were built for the military, most have been privatized by city residents. Problems have arisen with maintenance, especially heating, as there is centralized heating. It is therefore convenient for the servicemen and their families to move to the new buildings within the military base,” explained Gasparyan.
