It is proposed to create legal grounds for appointing the former employees of the National Security Service (NSS) of Nagorno-Karabakh to the relevant positions in the National Security Service of the Republic of Armenia.
This was stated by the Deputy Director of the RA National Security Service Andranik Simonyan, presenting the draft law on Making Addendum to the Law on Service in National Security Bodies during the extraordinary session convened on July 11.
The rapporteur noted that many employees of the National Security Service of Nagorno-Karabakh expressed their desire to serve in the national security bodies of the Republic of Armenia in case of obtaining the RA citizenship, and some of them held senior or mid positions in the system of the National Security Service of Nagorno-Karabakh and had high officer ranks, therefore acquiring the RA citizenship by the latter will not be enough to be appointed to positions corresponding to the positions held by them in the RA NSS bodies. Hence, according to Andranik Simonyan, it is proposed to make an addendum to the above-mentioned draft law, stipulating that in the event of a vacancy in the NSS bodies, the persons holding the position of the NSS of Nagorno-Karabakh as of September 2023 may also be admitted to the service and appointed to that position, taking into consideration their position and title.
The endorsement of the Committee was presented by the Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan, mentioning that the presented bill gives the opportunity to use a significant part of the potential that we had in the NK National Security Service bodies, in the RA National Security Service as well.
