The adoption of the presented draft laws will provide an opportunity to introduce a digital system for signing employment contracts, which means that employment contracts will be signed through a digital system, will be in accordance with the legislation, literate and identical. This was stated by the RA Deputy Minister of Labor and Social Affairs Ruben Sargsyan, who presented the draft laws on Making Amendments and Addenda to the RA Labor Code, as well as on Amending the Law on Audiovisual Media for debate of the NA Standing Committee on Labor and Social Affairs.
The rapporteur noted that the parties of labor relations will be given the opportunity to access the signed employment contracts digitally, in a synchronous mode, and at any time. An opportunity will be created to properly implement the control of employment legislation requirements, reduce document circulation.
The Deputy Minister informed that currently there are problems. Thanks to the basic access to the digital system, the inspection body will have the opportunity to carry out effective control, identifying violations of the employment legislation, including the terms of the employment contract.
The system is planned to be implemented in two phases: voluntary and mandatory. The voluntary one will be introduced from July 1, 2025 and will last until January 1, 2026:After that it will be mandatory for everyone.

Access to the digital system is provided by the electronic reporting system of the State Revenue Committee and will be a separate module of the system.
The State Revenue Committee will manage the digital system, the inspection and tax authorities will have access to the system.
Answering the MPs’ questions, Ruben Sargsyan informed that everything will be done to make the system available to everyone and ensure digital security. The Deputy Minister also referred to the issues regarding the early termination of employment contracts and the international experience of introducing such a system.
The Committee Chair Heriknaz Tigranyan mentioned that the introduction of the system is quite advanced and represents a radical change. She proposed to make some technical corrections in the draft laws before the second reading.
The legislative initiative of the Government was debated at the regular sitting of the Committee on October 14 and was endorsed. It was proposed to include the issue in the draft of the upcoming NA regular agenda.
