RA Prime Minister: RA state budget is for everybody, the big family budget for RA every citizen

On October 28, at the joint sitting of the Standing Committees of the National Assembly the debate of the RA draft law on RA State Budget 2025 began.

Before the debates, the RA Prime Minister Nikol Pashinyan quoted several slogans-formulations, which he proposed before and after 2018 popular, non-violent, velvet revolution. They are: ‘Armenia is my home, the people – my family,” “Get rich and enrich,” “The future of Armenia depends on one person, and that person is you,” “The Motherland is the state. Do you like your Motherland? Strengthen your state.” “Here is the state, here is the bread, here is the Motherland, here you stay.”

“I would like to put all these formulations in the conceptual framework of the real Armenia, and from that viewpoint to begin the budgetary debates with the perception that it refers bot only to the state budget 2025, but also the notion RA state budget in general,” the Prime Minister stressed. Nikol Pashinyan touched upon the principles of the formation of the budget revenues, and in that context speak about the peculiarities of the tax types and their inter-connection and added: “What is the RA state budget? The RA state budget is for everybody, the big family budget for the RA every citizen.”

As the Prime Minister assessed, the RA state budget is exclusively result of work, that is, there is no other tool for the state budget formation than the citizens or residents working in Armenia.

In the revenue generation, the Head of the state emphasized the content and quality of the work of the people working in the state, as well as private sector.

“The well-being of every citizen is somewhat interconnected with the general well-being of the Republic of Armenia, as it is possible to earn well, but not to but not having the joy and opportunity to enjoy that merit in the environment of universal misery and poverty, but to isolated and worrying feeling that what you have achieved by working can be lost because of illegal influences. If there is widespread misery and poverty, partial welfare is a prime target and a thorn in the side,” the RA Prime Minister opined.

According to the Head of the country, the state budget is as big, as the citizens and the residents of the country work effectively and transparent. In this context reference was made to the state function of collecting the taxes.

“The state is only and only a tool for providing its own citizens’ universal well-being or as the people sat a tool for earning money. The state should perceive itself in such way, and the citizens should perceive their state in this way, because the state and popular perception is not this, the perspective of the existence of that state is under doubt,” Nikol Pashinyan underscored and spoke in detail about the toolsets of strengthening of the state.

“The RA state budget is the real Armenia, that is: the Armenia, which exists de jure and de facto at the same time, and the de jure and the de facto parts of that existence are inseparable, and the state budget is the reality, which we have created or we should create as a result of our,” the Head of the state recorded and underlined that the one of the key of problems of the laws and regulations of the Government and the National Assembly, and the state and local self-government bodies should be the creation of opportunities with legal work and activity for the more and more citizens of the Republic of Armenia.

“I would like very much that the debates of the RA draft state budget go on not only under figures and percentage, but also the political debates of the abovementioned concepts. All of us should answer one concrete question – What laws should we adopt, what decisions should we make and (or) cancel? What procedures should we set and (or) cancel that more people in the Republic of Armenia have possibility to get rich with their work and activity? The right answers of these questions mean that we’ll ensure the developments and duration of our state, that is, our identity,” Nikol Pashinyan underscored at the end of his speech.
