In 2025, 79 billion 550 million AMD will be allocated to the Ministry of Economy of the Republic of Armenia for the implementation of 10 programmes, of which 9.5 billion AMD will be used for the measures financed by external sources. Within the framework of 10 programmes, 67 measures are planned. 32 measures are planned within the framework of 5 programmes in the field of economy and tourism with a total budget of 36.5 billion AMD.
At the joint sitting of the NA Standing Committees on Economic Affairs and on Financial-Credit and Budgetary Affairs, the budget debates continued and this was reported by the RA Minister of Economy Gevorg Papoyan.
According to the state budget of 2025, 5 programmes are planned to be implemented in the fields of economy and tourism.
The Minister informed that the biggest one is the programme related to the creation of tourism clusters through lending with the World Bank.

19.4 billion out of 22.1 billion AMD will be directed to the state support of the economy modernization measure within the framework of the Knowledge-based innovative economy and support of SME programme. “This is one of our largest and most effective programmes,” Gevorg Papoyan mentioned.
From March 2022 to September 2024, 5.641 contracts with a total portfolio of 308 billion AMD were signed within the framework of the target programme.
“The sectoral distribution is as follows: 43% processing industry, 23% construction, 12% energy supply, 8% transportation and storage sectors. I want to emphasize this especially in terms of how much importance the state attaches to the development of the economy, particularly to SMEs and the industry sector,” Gevorg Papoyan noted.
In 2025, it is planned to provide 19.3 billion AMD, within the framework of which 1.800 beneficiaries, 4.800 loans and 6-10% of leasing will be subsidized. 1.6 billion AMD will be allocated to the programme of highly qualified specialists, within the framework of which 20-70% of the salaries of 550 highly qualified specialists engaged by businessmen will be compensated. The single market programme will be implemented.
Within the scope of the investment export and promotion programme, 1.7 billion AMD is planned to be directed to the promotion of investments, 577 million AMD to the measures provided by the strategy of industrial policy aimed at the export of the RA.
396 million AMD will be allocated to the provision of state support for attracting workers in the field of processing industry, and 288 million AMD will be state support for the measure related to the promotion, implementation and post-investment service of investment programmes in the RA.
The Minister answered the MPs’ questions and provided clarifications. He informed that the tourism strategy has not been approved yet, it is in the stage of active discussions. Within the framework of the five-year credit agreement with the World Bank, it is planned to direct 100 million AMD of credit funds to the creation of 10 tourist clusters and complexes in the regions of the Republic of Armenia.
The MPs’ questions related, in particular, to export and import rates, problems in various branches of the economy, control in the field, ensuring food safety, steps aimed at the development of tourism and other sectorial problems.
“I definitely want to mention this. I mentioned that our portfolio with the productivity promotion programme is already 308 billion AMD, and we have another portfolio of about 70 billion AMD in the agricultural block. New machinery worth 1 billion dollars was imported to Armenia in the last three years, which also significantly increased the competitiveness of our products,” Gevorg Papoyan explained, referring to the measures aimed at improving the situation in the consumer market.
