The regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government adopted a decision due to the need to enter the available data in the process of conducting health examinations and medical examinations of citizens into an electronic system, to implement the referral process electronically, to clarify the competences of the Central Military Examination Center of the Ministry of Defense, the scope of medical examinations of citizens of different age groups, and to make a number of other technical changes to the procedure for conducting health examinations and medical examinations of citizens.
The issue was presented by the Minister of Defense Suren Papikyan and who specifically noted: “According to the draft decision, in the process of conducting a health examination and medical examination of citizens liable for military service, we are regulating the relations related to entering data on the citizen’s health status into the electronic system, and implementing the referral process electronically. In particular, the volume of medical examinations carried out in primary health care service organizations in order to register male citizens who turn 16 in the given year in military commissariats is being expanded.
Military commissariats provide primary health care service organizations and medical institutions with information on citizens subject to examination in a digital format, through the Armed electronic health system.”

The results of objective examinations, laboratory and instrumental examinations that serve as a basis for diagnosis or describe the course of treatment, including all information available in the citizen’s outpatient card, must be entered into the electronic healthcare system in digital form. According to Suren Papikyan, the changes being made will make it possible to detect potential diseases before conscription age and initiate a targeted treatment process, receive digital health data about the citizen, have traceability of health examinations, which is one of the most important factors, thereby ensuring the effectiveness of the process.
The Government approved the rehabilitation program for perpetrators of domestic violence, which will come into effect from 2026, and will be aimed at the rehabilitation of perpetrators of domestic violence, the prevention of re-offending by the perpetrator of domestic violence through the provision of psychological and social support, health restoration, and getting rid of harmful habits. The implementation of the program will contribute to the safety and security of victims of domestic violence, changing the behavior of the perpetrator of domestic violence, reducing the risk of recurrence of violence. The program will be implemented for the first time in Armenia. The target beneficiaries of the program will be those perpetrators of domestic violence, against whom the police have issued a warning, and persons against whom a protective order has been applied by the court.
Commenting on the decision, Nikol Pashinyan also noted that the introduction of such systems is bringing about very important, profound, socio-psychological changes in the country and among the public. “Of course, it remains to be assessed how deep and extensive they are, but the perception that the family is an impenetrable territory for others is changing and must necessarily change, without in any way questioning the inviolability of a person’s private life.”
The Government adopted a decision “On the early termination of the powers of the Parakar community council of the Armavir region of the Republic of Armenia and the appointment of snap elections of council members.” After that, the Central Electoral Commission will hold snap elections in Parakar on the first election day of the year, March 31, 2025.
The Government also approved the results of the election of Tigran Simonyan to the position of rector of the Armenian State Institute of Physical Culture and Sports.
