Petition to UN bodies and member states demanding immediate release of Armenian hostages in Azerbaijan

Taking into account the complete dispossession and forced displacement of the self-determined and indigenous people of Artsakh (Nagorno-Karabakh) by Azerbaijan’s genocidal regime,

Based on the fact that the international community has collectively failed in its obligation to protect the people of Artsakh and prevent genocide,

Noting that various influential members of the international community have consciously supported international crimes committed against Artsakh and the Armenian people in general,

Recalling that exactly 35 years ago, the Armenian population of Baku was subjected to another massacre, which effectively completed the genocide of hundreds of thousands of Armenians in Azerbaijan,

Considering that genocidal crimes against the Armenian people continue to this day through illegal imprisonment of Armenian hostages and fabricated “trials,” destruction of Armenian cultural heritage under Azerbaijani occupation, growing threats of new aggression against Armenia, escalating policy of Armenophobia and other manifestations,

Being deeply concerned about the atrocities against all Armenians under Azerbaijani captivity, including political prisoners, prisoners of war and civilians, as well as the grave uncertainty regarding the fate of about 80 forcibly disappeared persons and hundreds of missing persons,

Documenting that all past and future “trials” against Armenians in Azerbaijan are clearly aimed at ensuring collective punishment and humiliation against the entire Armenian people,

Emphasizing that even after all this, UN specialized bodies and member states continue their indifferent and ineffective activities, which cannot eliminate the consequences of crimes committed against the Armenian people and prevent the commission of new crimes,

Taking into account that the UN is considered the collective face and voice of the international community,

Referring to fundamental documents of international law, as well as the decisions of the UN International Court of Justice adopted on December 7, 2021, February 22, July 6 and November 17, 2023, based on Armenia’s applications:

We demand the following from the UN Secretary-General, specific bodies and member states:

  1. Exert maximum pressure on the Aliyev regime to immediately release all Armenian hostages being tortured and humiliated in Azerbaijani prisons.
  2. Prior to release, ensure the protection of their fundamental rights in Azerbaijan by applying both monitoring and sanctions tools.
  3. Take effective steps to clarify the fate of forcibly disappeared and missing persons.
  4. Activate international mechanisms for monitoring and protecting Artsakh’s cultural heritage and public and private property.
  5. Launch a substantive international process to ensure the collective, safe, dignified and sustainable return of the forcibly displaced people of Artsakh.
