Since the beginning of Trump and Rubio’s administration, no appointments have yet been made at USAID, the U.S. Agency for International Development. However, Armenia must urgently initiate negotiations with Westinghouse regarding the construction of a modular nuclear power plant. Preparatory work for this project is planned to begin next year as a central component of the U.S.-Armenia Strategic Partnership framework. The current nuclear power plant in Armenia is set to reach the end of its operational life in 2036, and by next year, 2026, the construction of a new plant must officially be launched, allowing for a ten-year timeframe to complete the project. This initiative could become the cornerstone of cooperation between the United States and Armenia.

Moreover, nuclear power plants are considered a source of green energy that does not pollute the atmosphere. An additional factor is that President Trump prioritizes nuclear energy and encourages the involvement of American companies in such projects as much as possible.

Although the plant will be built by a private company, it will remain under the strict supervision of the U.S. government. This is crucial for several reasons:

1. Enhanced Security
U.S. involvement in the project can significantly bolster Armenia’s security. The geopolitical environment clearly indicates that Russia, Turkey, and Azerbaijan will strongly oppose the establishment of a U.S.-supported nuclear plant in Armenia.

2. Challenges with Russian Commitments
Russia, which had previously committed to constructing a new nuclear plant in Armenia, is facing significant obstacles. Rosatom, Russia’s state nuclear corporation, is under sanctions, making it highly unlikely that it can fulfill its obligations. Furthermore, Russia’s diminishing reliability as a security guarantor and its growing threats to Armenia’s sovereignty raise serious concerns about its intentions and capabilities.

3. Regional Collaboration with U.S. Nuclear Initiatives

Several countries, including Ukraine and Romania, are already collaborating with the U.S. on modular nuclear plant projects. Armenia must join this group to strengthen its position and ensure inclusion in this strategic initiative. Such a project is critical not only for energy independence but also for reinforcing ties with Western allies and resisting regional pressures.
