New technologies and social media have accelerated and simplified our lives just as much as they have introduced risks and polarization.
While democratic countries use these tools to promote transparent governance and organize more reliable electoral processes, authoritarian regimes weaponize them for hybrid warfare, manipulating populations and instilling fear.

Armenia has been subjected to hybrid attacks, particularly during and after the 2020 war, and continues to face them today. The Armenian people are constantly exposed to false and fear-inducing information. For example, we have suspended the broadcast of several Russian-language television programs within our country.
Hybrid attacks intensify particularly during election periods, as demonstrated by our own experience, as well as recent electoral events in Moldova and Georgia.
The tools of new technologies and social media must be used to safeguard our democracies. We must develop new regulations concerning personal data protection, artificial intelligence governance, and the fight against fake news – ensuring that new technologies and media – serve not anti-human but universal humanitarian goals.
