The Head of the RA NA delegation to the OSCE PA, the Chair of the RA NA Standing Committee on Foreign Relations Sargis Khandanyan gave a speech at the joint session of the three General Committees. The MP noted in his speech:
“Dear colleagues,
At a time when the rules-based international order faces serious challenges and uncertainties loom over the future of the OSCE region, we must act together. We must seize every opportunity to resolve disputes and long-standing conflicts – especially where the prospect of peace is within reach.
The South Caucasus is one such region where peace is not only possible but achievable. We cannot afford hesitation or delays in securing stability and Armenia’s position remains clear. Armenia is steadily pursuing peace.

- We are ready to sign a comprehensive peace agreement with Azerbaijan to establish lasting inter-state relations.
- We are committed to unblocking regional communications and infrastructure respecting the sovereignty and jurisdiction of each country.
- We stand ready to continue the ongoing process of border delimitation based on the agreed-upon regulations signed by both countries last year.
- We are prepared to engage in dialogue bilaterally to address all remaining issues of mutual concern, including humanitarian matters.
My optimism extends to the normalization of relations between Armenia and Türkiye as well. In fact, there are no significant obstacles preventing both countries from establishing diplomatic ties, opening borders, and fostering economic and trade cooperation. We are ready to take meaningful steps forward and await positive signals from Türkiye.
The groundwork for peace has been laid. Now, it is essential to move beyond staged provocations and artificial escalations. Instead, we must work toward building institutional peace. Any delay is not just unacceptable – it is dangerous for the future of our entire region.
