A consultation was held under the leadership of Prime Minister Nikol Pashinyan, during which the implementation of the Strategic Plan for the Development of the Urban Development Sector was presented.
Chairman of the Urban Development Committee Yeghiazar Vardanyan presented the strategic directions of the sector and the measures planned for their implementation. It was emphasized that work has been carried out to digitize licensing and certification in the urban development sector, in particular, the licensing, qualification and registration systems have already been launched, and in the near future the systems for continuous professional development, accountability and rating of all organizations carrying out urban development activities will be launched. It was noted that the chain of construction permits has been completely digitized, from design permission to operation. According to the Chairman of the Urban Development Committee, the next main event is the launch of the urban development information system, that is the urban development cadastre, which will be part of the geoportal.
Next, major measures were presented by direction, which are: the development of the resettlement master plan of the Republic of Armenia, the development of urban development program documents, the master plan for the territorial organization of the tourism system, etc. It was noted that within the framework of the measures to simplify, clarify, and eliminate duplication of urban development documents, the state complex expertise procedure was developed, and deadlines were set.
Reference was also made to measures aimed at improving the quality of the development of design documents, it was noted that within the framework of reforms in the management of residential buildings, a new bill “On the Management of Residential Buildings” is being developed.

Details were also presented on the capital construction programs implemented by the Urban Development Committee. It was noted that the programs include construction works of schools, kindergartens, health care, sports institutions, school gyms and other facilities. Accordingly, in 2024, 60 projects have been implemented, 78 are in progress, and 40 projects are planned for 2025.
The Prime Minister noted that it is very important to record progress based on the results of the discussion of strategies and, in this regard, to record the results of measures implemented on certain points, which are: the digitalization of construction permits, its traceability, the preparation of micro-regional documents, etc.
Next, the participants of the consultation exchanged ideas on individual points of the report. Issues related to emergency buildings, resettlement, agricultural lands, and the management of residential buildings were discussed, and suggestions and recommendations were presented on the topics raised.
Nikol Pashinyan once again emphasized the importance of the work done and instructed to work in the direction of the raised issues, taking into account the recommendations and observations presented during the consultation.
