Draft law on extending the deadline for filing declarations for 2024 and 2025 reporting years until November 1 adopted

On April 22, the National Assembly continued the work of the extraordinary sitting convened the previous day and debated in the second reading the draft law on Making Amendments and Addenda to the Tax Code of the Republic of Armenia authored by the deputy of the NA Civil Contract Faction Babken Tunyan.

As Babken Tunyan informed, after the first reading, the draft law underwent some changes. He reminded that the draft law proposes to change the deadlines for submitting declarations.

“As a result of the adoption of the bill, the deadline for all citizens who will fill out a declaration this year for the previous year’s income will be November 1. In other words, it does not matter whether a person is filling out a declaration for the first or second time: the deadline for all of them will be November 1. Similarly, for those who will fill out a declaration next year for this year’s income, the deadline will also be November 1. The initial deadline will be March 2. Generally, after that, the deadline for submitting declarations becomes the period from March 2 to July 1.,” Babken Tunyan said, adding that under the current regulations, declarations can now be submitted starting from January 1. The author of the draft explained that March 2 was chosen because there is information that becomes available to the tax authority after March 1. That is, if, for example, an individual alienated any property to a legal entity, and income tax was generated there, that legal entity can transfer that information to the State Revenue Committee (SRC) by March 1,” Babken Tunyan detailed. He clarified that after March 1, the SRC has that information and can automatically fill in all those changes in the citizen’s declaration. “That is, the citizen will have less to do,” he said.

Babken Tunyan did not rule out that another amendment to the law may be implemented in the near future, in order to correct the provisions that give rise to misunderstandings by the end of the year, further simplify the regulations, and offer certain solutions for pensioners. He urged his colleagues to actively participate in the work, presenting constructive proposals.

The member of the NA Standing Committee on Economic Affairs Sergey Bagratyan presented the endorsement of the Committee on the draft.

The RA Deputy Minister of Finance Arman Poghosyan informed that after adopting it in the first reading the Government presented two proposals, which the author accepted.

The Secretary of the NA Armenia Faction Artsvik Minasyan stated that the Faction abstained from voting on the draft.

The parliament adopted the draft law by voting. 60 MPs voted in favour of it, 1 –against, and 29 – abstained.
