Today, the regular Cabinet meeting took place, chaired by the Prime Minister of the Republic of Armenia Nikol Pashinyan.
The Government has approved the program of support for the development of passenger transportation by air in the Republic of Armenia. The adoption of the decision is conditioned by the need to increase the number of passengers arriving by air, as well as to expand the geography of flights to and from the Republic of Armenia and to ensure affordable air transportation. The decision proposes to stimulate the flow of citizens arriving in the Republic of Armenia via new destinations by applying the financial support tool for airlines that will operate flights from new destinations by providing the beneficiary airlines with 15,000 and 20,000 drams for each air passenger when operating flights to Gyumri “Shirak” and Yerevan “Zvartnots” airports, respectively. As a result, an increase in passenger flow from new destinations at the international airports of the Republic of Armenia is expected (within the framework of the program, an annual increase of about 5-6% compared to the existing passenger traffic is predicted), which will stimulate tourism, expand the geography of flights from the Republic of Armenia, and contribute to the basing of international airlines at the airports of the Republic of Armenia.
Minister of Territorial Administration and Infrastructure of the Republic of Armenia Davit Khudatyan said that it is a mandatory condition that the beneficiary company carries out passenger transportation in 1 new direction to Gyumri airport. According to him, financial assistance is provided for a period of 2 years for each new direction.
Nikol Pashinyan also emphasized the importance of the decision from the perspective of promoting tourism to Gyumri. The Prime Minister noted that there is an increase in interest for tourism in Gyumri, which is also a result of the implementation of investment programs and infrastructure improvement.

The government will allocate financial resources to stimulate economic activity of individuals with unreliable loans. As noted by Deputy Minister of Labor and Social Affairs of the Republic of Armenia Tatevik Stepanyan, the goal of the decision is to provide the necessary financial resources for April and May. It is proposed to allocate 209 million drams for making payments in the 2nd quarter. “Let me remind you that within the framework of the measure, support is provided to those borrowers whose all loans have been classified as “unreliable” for 3 years or more, and at the same time the principal amount does not exceed 1 million drams. The support is provided in the amount of 100 percent of the income tax amount calculated from the beneficiary’s salary, which is directed to the repayment of the bad loan liability. The support is provided for a maximum period of 24 months, starting from the 1st month of being recognized a beneficiary, but not more than the full repayment of the bad loan,” said Tatevik Stepanyan.
The Deputy Minister informed that the start of the process was set for February 1, 2025, and the deadline was January 31, 2026.
The Government has approved the 2025-2028 Strategy and Action Plan for the Implementation of Gender Policy in the Republic of Armenia. The new strategy proposes 6 main priorities. In particular, the efforts of the first priority will be directed at ensuring gender equality in the spheres of state policy and governance, increasing the level of gender sensitivity.
Responding, Nikol Pashinyan noted that the topic has been repeatedly addressed in various formats and emphasized that the Government’s goal is clear: the potential of our society must be maximally included in the country’s development agendas in all directions. The Prime Minister noted that the majority of our population are women and emphasized the importance of fully utilizing women’s potential.
