The automobile communication between Armenia and Kazakhstan is regulated by the Agreement on Automobile Communication signed in 2006, which mainly regulates interstate regular and irregular passenger transportation and the sphere of cargo transportation. This was stated by the Deputy Minister of Territorial Administration and Infrastructure of the Republic of Armenia Armen Simonyan at the sitting of the Standing Committee on Economic Affairs on April 30.
The draft law on Ratifying the Protocol on Making Amendments and Addenda to the Agreement between the Government of the Republic of Armenia and the Government of the Republic of Kazakhstan on International Automobile Communication of November 6, 2006 was debated.
In the sphere of cargo transportation between the two countries, there is a problem related to the legislative regulations on the collection of road and environmental taxes. “We have the following tax regime with almost all the EEU countries: Carriers are exempted from taxes, duties and fees arising from the use of a means of transport, with the exception of those duties and fees that are also levied on a non-discriminatory basis from carriers of the given country. The protocol proposes to apply a similar regime with the Republic of Kazakhstan as well,” Armen Simonyan said.
The key rapporteur answered the MPs’ questions, referring to the regulations on cargo transportation established within the framework of the EEU.
