A draft law developed to regulate sale and purchase of works of art

The RA Government has come up with an important legislative initiative, which opens a new page in terms of regulating the sale and purchase of works of art, protecting the interests of all stakeholders involved, and forming new market relations in the field of art.

The Deputy Minister of Education, Science, Culture and Sports Alfred Kocharyan said this, presenting the draft law on the Organization of Cultural Auctions with the attached legislative package for debate in the first reading at the regular sitting of the National Assembly on May 7.

The draft law on the Organization of Cultural Auctions is intended to regulate the procedure and conditions for organizing and conducting auctions of cultural values ​​and objects of cultural significance.

“The main objectives of the law are to stimulate investment flows in creative sectors, promote the publicization and financial self-sufficiency of contemporary artists, prevent illegal movements of cultural heritage, and develop international cooperation,” the Deputy Minister said.

The endorsement of the NA Standing (Head) Committee on Science, Education, Culture, Diaspora, Youth and Sport on the package was presented by the Deputy Chair of the Committee Taguhi Ghazaryan. According to her, the second reading of the draft is planned to be held during the NA autumn sitting. Before that, it is planned to revise the legislative package, organizing a work debate if necessary.

The position of the NA Armenia Faction on the legislative package was presented by Lilit Galstyan, noting that it needs serious revision.
